Mail Voting, Absentee Ballots Gaining Popularity

State election officials, mostly those west of the Mississippi River, are discovering that voters prefer to cast ballots by absentee. Many states allow voters to request absentee ballots without offering a reason. Washington and Oregon conduct all elections by mail.
